Jean-Marc Arbaud has 30 years of experience developing, planning, financing, executing and operating public and industrial infrastructure projects on all continents. In particular from 2005 to 201 1 , he was President and Chief Executive Officer of IntransitBC, the Concessionaire for the Canada Line, the automated electric public transit system that connects downtown Vancouver to the Vancouver International Airport and the city of Richmond. This unique experience gave him the opportunity to oversee all phases of the project: design, financing, execution and operation.

CDPQ Infra was created in 2015 by CDPQ to develop an innovative business model that aims to foster effective execution of major public infrastructure projects. The main one, presently under construction is the REM, the 4th largest automated system in the world (Montreal, 67 km).

Dr. Aydın, has a deep experience in PPP Project preparation, project developing, transaction and training. He focuses on VFM models, financial and managerial structure PPP projects in developing countries. He delivered numerous PPP training program mostly representatives from developing countries such as Ukraine, Nigeria, Mauritania, Romania, Saudi Arabia, Belarus, Uzbekistan, Kazakhstan and many others.

Additionally, in Turkey he developed many PPP structure for local authorities and he was the official rapporteur of the section of PPP Investment in the 11th Development Plan Of Turkey. He was a member of the team who prepared the draft law for municipalities PPP in Turkey.

Currently, he is the Chairman of Istanbul PPP COE, a member of WAPP, Chairman of DEİK PPP Committee, Chairman of Istanbul PPP Week Preparation Committee and the owner of PHD Consulting company. He usually participates in many international events related to PPP as a moderator and speaker.

Daniel Fedson is an experienced senior global executive well versed in transaction negotiation, execution, the delivery, and operation of large scale infrastructure projects. He has over 20 years direct infrastructure experience and is considered a specialist in driving the inputs required to plan, negotiate, execute, mobilise, and deliver large infrastructure projects from inception to operation. Daniel has held senior investment management roles for a number of unlisted infrastructure funds as well as having a range of related project management and investment evaluation responsibilities. Daniel has served on a variety of project company boards gaining considerable experience in what it takes to successfully deliver projects through development, construction, and into operations. Daniel has worked across multiple jurisdictions including Australia, New Zealand, China, the Republic of Korea, Japan, Singapore, France, US, Ireland, and the United Kingdom. Daniel’s infrastructure equity experience includes: transaction origination, negotiation, execution, project management, and construction delivery of complex infrastructure projects within AMP Capital Investors, Hastings Funds Management, Westpac Institutional Bank - Specialised Capital Group (equity funds management) and Bilfinger Berger Project Concessions.

Michael Feith is a policy officer at the European Commission, where he deals with financing programs for infrastructure and services. He specializes in social infrastructure and the “smart cities” area.

He is involved in the implementation of the Investment Plan for Europe (“Juncker-Plan”) and in particular of its first and second pillars, namely the European Fund for Strategic Investments (EFSI) and the European Investment Project Portal (EIPP). He is part of the team that has set-up and is running the EIPP.

He also actively supports the set-up of the “InvestEU” programme for the EU´s next budgetary period, including the upcoming “InvestEU Portal”, which will succeed the EIPP.

Mr. Feith first joined the European institutions in 1999 via the European Parliament, before entering into the European Commission in 2001. He background is in IT and he holds as well a Master's degree in European Politics.

European Investment Project Portal (EIPP)

“The meeting place for project promoters & investors”

The European Investment Project Portal (EIPP) is part of the Investment Plan for Europe (“Juncker-Plan”). It went online in June 2016 and it facilitates the connection between worldwide investors and EU project promoters, public or private. It provides a free, easily accessible and user-friendly database of viable investment projects – currently more than 950 projects are featured on the Portal.

The EIPP brings together investors and project promoters by providing an easily-accessible and user-friendly database, providing projects with more visibility and enabling investors to find investment opportunities. It acts as the EU's matchmaking portal, connecting European sponsors and companies and their projects with investors, and helping them secure the financing they need to grow.

The EIPP is run by the European Commission. It is accessible under http://ec.europa.eu/eipp.
From January 2021, the EIPP will be available as “InvestEU Portal” with enhanced features and further outreach. It will configure as one pillar of the € 650 billion “InvestEU” investment programme.

Carolyn Hansard is currently the Senior Director for the Energy, Natural Resources and Infrastructure portfolio at the Teacher Retirement System of Texas. She has primary responsibility for the $16 billion portfolio of fund and principal investments in both equity and credit mandates in the natural resources and infrastructure sectors. Prior to joining TRS, Ms. Hansard spent 17 years at Merrill Lynch in New York, London and Tokyo. While at Merrill Lynch, Carolyn held several senior management positions throughout the Capital Markets division and represented Merrill Lynch on several corporate boards. Ms. Hansard began her professional career with Arthur Anderson as a consultant. Carolyn has an MBA and BS, both from the University of Texas. She has served on numerous non-profit boards in both New York and Austin and is currently on the Advisory Board for University of Texas MBA Investment Fund, as well as the Advisory Board for Women in Energy.

Matthew is the Director of Sustainable Infrastructure Policy and Project Preparation at EBRD, covering the energy, transport and municipal sectors. His work covers upstream policy support, PPP transaction advisory, and project preparation/technical due diligence and implementation issues. Matthew also leads the Bank’s Sustainable Infrastructure advisory activities, dedicated to improving the quality of advice and efficiency of project preparation for both PPPs and public sector-based projects. He is also active in various MDB, G20 and OECD working groups on global infrastructure support initiatives. Previously, he was Head of the Infrastructure Policy Unit at EBRD from 2014-2018, and Senior Urban Transport Specialist at EBRD from 2008-2013. Prior to joining EBRD, he worked as a Transport Specialist for Inter-American Development Bank in Washington, DC and San Jose, Costa Rica from 1999-2007. He holds a Masters in Planning from the University of Maryland, USA.

Alistair joined NN Investment Partners (formerly ING Investment Management) in July 2013. Previously, he held positions as Head of Debt Restructuring at Dexia following five years as a Director of Dexia’s Global Project Finance Group. Prior to that, Alistair headed the infrastructure advisory team at NIBC Bank for five years and also held positions in project finance with CIT in New York and Newcourt Capital in London. Alistair started his career in the mid-1990s as a Civil Engineer with John Mowlem & Company plc (now Carillion) where he worked on many of the early UK DBFO road schemes and PPP projects, as well as several power, energy and renewables schemes across North America and Europe. Alistair holds a Bachelor’s degree (BEng) in Civil Engineering and an MBA from the University of Nottingham.

Julia is co-founder and Chief Strategy Officer of Meridiam Infrastructure as well as sitting on the Executive Committee. She also sits on the investment committees of the Meridiam funds. In addition, Julia was recently named as a Commissioner on the UK’s National Infrastructure Commission. She is also a non-executive director at the Emerging Africa Infrastructure Fund, Infraco Asia Investments based in Singapore and Infraco Africa Investments. She is a member of the Advisory Board of Glennmont Partners, a fund focussed on renewable energy and a Visiting Professor at the Bartlett School, University College London.

Previously she was the President of the Sustainable Infrastructure Foundation, a non-governmental organisation based in Geneva. Her previous roles include Head of European Infrastructure Finance for the Bank of Scotland, Head of Project Finance at Hill Samuel London and Co-Head of Project Advisory at Charterhouse Bank.

Julia holds a Master’s degree in Oriental Studies from Cambridge University.

Mark M. Moseley is the Owner and Principal of Moseley Infrastructure Advisory Services (MMM Infra), a global consulting firm advising on infrastructure projects and enabling environments, for multilateral development banks, governments and transaction/legal advisors.

Mark has over 40 years of international infrastructure experience, having held the following positions:

- Chief Operating Officer of the Global Infrastructure Hub (GI Hub), an initiative of the G20 Group of Countries;
- Lead Counsel, Infrastructure Practice Group, The World Bank;
- Partner and Practice Group Manager for the Global Energy, Projects and Construction Group at the international law firm CMS Cameron McKenna; and
- Lecturer on Legal Issues for Public-Private Partnership Infrastructure Transactions, at the Harvard Kennedy School.

In these capacities, Mark Moseley has advised numerous governments, project developers, lenders and other entities on infrastructure transactions. He has also provided advice on the establishment of legal, regulatory and institutional enabling environments to attract increased private sector infrastructure investment.

Brunello Rosa is CEO and Head of Research at Rosa & Rubini Associates. He is a (short-term) visiting professor at the Department of Social and Political Sciences of Bocconi University and a visiting lecturer at the Department of International Politics and a research fellow of the City Political Economy Research Centre at City, University of London. He is also a research associate at the Systemic Risk Centre of the London School of Economics and Political Science, where he is a practitioner lecturer in finance for MSc students and in macroeconomics for professionals undertaking executive education. Brunello is a member of the Chief Economists Advisory Board of the European Investment Bank and of the Advisory Board of the Ambassador of Italy to the UK. Brunello is an active member of Chatham House (The Royal Institute of International Affairs), the UK’s Institute of Directors, the International Institute of Strategic Studies and the Institute for New Economic Thinking (INET). He contributes to the Research Hub in Finance of the UK's National Institute of Economic and Social Research, for the ESRC programme on Rebuilding Macroeconomics.

Before co-founding this new venture, Brunello served as co-Head of Research and Managing Director for Developed Markets, G10 Rates and Currencies at Roubini Global Economics. Brunello joined RGE from the Bank of England, where he had mainly worked in Markets, in the division that implements monetary policy and provides liquidity insurance. He also briefly served in the Bank’s Financial Stability area and its Centre for Central Banking Studies. Previously, he worked as a macroeconomist and fixed income strategist with a focus on Europe at IDEAglobal, a market intelligence company. In these various capacities, Brunello appeared on Bloomberg, Reuters, CNBC and other TV programmes, and had been quoted by a variety of media outlets. Prior to joining the private sector, he was a research assistant at the Financial Markets Group of the London School of Economics, where he also taught classes in finance. Brunello started his career as a data analyst at the Department of Economics and as a research fellow at Siena University’s Centre for Complex System Studies, where he studied and researched the financial fragility of economic systems.

In 2014, Brunello was awarded a prize by the Italian Chamber of Commerce and Industry in the UK for his "outstanding contributions" to the development of business ties between the UK and Italy. These include his articles and events with Raffaele Cantone, president of Italy's Anti-Corruption Authority. He is now Director of the Association "Talented Italians in the UK," which gathers the winners of the prize "Young Talented Italians." Brunello holds a master’s degree in finance and economics from the London School of Economics and a laurea cum laude in economics from the University of Siena in Italy.

Noman Siddiqui heads the non-sovereign infrastructure finance (PPP) business for Islamic Development Bank (IsDB), which has the mandate to support its member countries through specialized PPP advisory, development of innovative financing structures for infrastructure concessions and arranging long term debt capital for non-sovereign projects. Noman joined IsDB in 2011 and has since been engaged in managing the PPP business portfolio that spans across Asia, sub-Saharan Africa and the MENA region. He was instrumental in developing IsDB’s A-B Finance Islamic umbrella program to provide risk-mitigation support for private debt capital flows into IDB’s member countries.

Noman is a trained corporate banker having extensively worked in the areas of structured & project finance, debt capital market and loans syndications in his long career with ABN Amro Bank and Emirates Bank International. He holds an MBA from IBA Karachi and a MS-Finance from University of Illinois, USA.

Islamic Development Bank

IsDB is a AAA-rated multilateral development bank (MDB) owned by the 57- member countries of Organization of Islamic Cooperation (OIC). The Bank is mandated to support and develop economic and social infrastructure in its member countries. Phoebe Smith is an Investment Director in the equity team of Whitehelm Capital, based in London. She is involved in the origination and execution of infrastructure transactions as well as the asset management of the existing portfolio. Phoebe has experience across a wide range of infrastructure sectors and serves on the Boards of a number of Whitehelm’s investment companies. Phoebe’s key areas of focus are Whitehelm’s European Infrastructure Fund II, a €750 million vehicle targeting mid-market infrastructure and the Smart City Infrastructure Fund (“SCIF”), a €250 million dedicated digital infrastructure fund which invests in city-wide networks to support Smart City applications. Prior to joining Whitehelm in 2011 Phoebe worked in the infrastructure team of Hastings Funds Management in Australia, managing infrastructure funds and assets.

Madeleine Szeluch is Head of Investor Relations at the UK Government's Department for Business, Energy and Industrial Strategy (BEIS). She has 14 years of experience with the global energy markets, supply dynamics, fundraising and stakeholder relationships.

In her current role, she focuses on energy security & supply, low carbon investment, funding partnerships and subsidy policies in additional to global investor engagement. Additionally, Madeleine advises on investment-related themes in regard to EU Exit and UK Trade Policy.

Prior to joining Her Majesty's Government in 2015, she was part of the management team at GLG, the largest knowledge-sharing research firm where she helped multinational institutional investors on primary research and due diligence in the energy and infrastructure sectors. Madeleine was instrumental in growing the company's Emerging Markets business and played a key role in helping investors make the necessary contacts, locate suitable project financing opportunities and identify business risks.

Until 2012 Madeleine worked at Thomson Reuters, where she focused on corporates in the Nordics and Scandinavia. She was responsible for analysing market trends across the energy sector, managing stakeholder relationships and monitoring of market intelligence and shareholder activity.

Department for Business, Energy and Industrial Strategy
The Department is responsible for developing and delivering a comprehensive industrial strategy and leading the government’s relationship with business, ensuring that the country has secure energy supplies that are reliable, affordable and clean, ensuring the UK remains at the leading edge of science, research & innovation and tackling climate change.

Alex is an established leader in the infrastructure industry, both in the public and private sector. He joined the NSW Government in 2016.

His current responsibilities include the leadership of all real estate development transactions of Transport for NSW, including city-changing precinct redevelopments at Sydney’s Central Station, Circular Quay and Redfern North Eveleigh. In this role Alex challenges TfNSW to think beyond the infrastructure and service requirements and focus on what transport enables, more competitive cities and more liveable communities.

Prior to his current role Alex led the NSW Government’s transaction team for the sale of 51% of the equity in toll road network WestConnex. The sale closed in 2018 and is the largest trade sale privatisation in Australia with an enterprise valuation of A$25 billion. He also led the negotiations with Macquarie Group on their unsolicited proposal for an integrated Metro station and two commercial tower over-station development at Martin Place in the core of Sydney’s CBD, which reached financial close in 2018. The integrated Metro station will open in 2024 as part of the new Sydney Metro City and Southwest.

Before joining Transport for NSW Alex spent 10 years at Macquarie Capital, where he was a Managing Director/Division Director in Sydney and London. Alex holds a Master in economics and business administration, as well as an Executive Master in Public Administration.

Jason Z. Lu joined the GIF as Lead Infrastructure Finance Specialist after ten years of working at the Multilateral Investment Guarantee Agency (MIGA) of The World Bank Group. While at MIGA, Jason worked on a broad range of complex energy and infrastructure projects worldwide. He has built expertise in managing and closing complex projects and advising clients on infrastructure financing, risk mitigation and credit enhancement to support their investment and financing needs in emerging markets and developing economies. Jason started his banking career with Bank of America in its Global Project Finance Group in 1996 where he was responsible for transaction structuring and execution. He also worked at ABB Energy Capital with responsibilities for renewable energy financing in the United States and State Street Bank and Trust Company in credit and portfolio management. Jason holds graduate degrees from Yale University (MBA), Central European University (Prague), and China’s Peking University.

The Global Infrastructure Facility (GIF)

The Global Infrastructure Facility (GIF) supports end-to-end transaction advisory services to governments in developing countries to build pipelines of bankable, sustainable infrastructure programs and projects that are attractive to private capital.
