François BERGERE, joined the Long Term Infrastructure Investors’ Association (LTIIA) as Executive Director in September 2018. Before that, he served in the World Bank from 2014 to 2018 as Program Manager for PPIAF (Public-Private Investment Advisory facility) , a Technical assistance trust-fund aimed at creating an investment-enabling environment for private sector participation in infrastructure in developing countries. He has a diversified professional experience in the fields of public management, project and infrastructure finance, originally as an auditor at the French supreme audit institution , then manager of multinational Equity Investment funds in infrastructure; he was selected by the French ministry of Finance in 2005 to set-up the “Mission d’Appui aux PPP” (PPP unit) which he managed until 2014. He is a graduate of HEC Paris business school and Ecole Nationale d’Administration (ENA) .

Founded in 2014 by investors and for investors, LTIIA works proactively with public and private stakeholders around the world to ensure that sustainable infrastructure is delivered efficiently. Proactive engagement with policy-makers: Worked with the European Commission on shaping the new Solvency II legislation, with OECD on their infrastructure reports to G20, with the U.K. and Japanese regulators.

Delivery of investor tools: Together with EDHEC Infrastructure Institute developed benchmarking platform for long term infrastructure. Produced ESG Handbook and ESG Indicators Library for infrastructure investors.

Focus on responsible investment: Our Climate Task Force is working with several governments on the infrastructure investment component of their carbon reduction commitments.

Gautam Bhandari is a Co-founder and Managing Partner of I Squared Capital, an independent multi-billion-dollar global infrastructure investment company with over 125 professionals based in Miami, Hong Kong, London, New Delhi, New York and Singapore. The company specializes in infrastructure investments with over $13 billion of assets under management in the energy, utilities, transport, telecom, and social infrastructure sectors in the U.S., Europe and select high-growth economies including China, India and Latin America. 

In 2012 Sadek Wahba, Adil Rahmathulla and Gautam set up I Squared Capital as a global private equity manager specializing in infrastructure. Since inception, Gautam has been a member of the Investment Committee and Management Committee of I Squared Capital. In his role as an active investor and asset manager, he also chairs the boards of several portfolio companies globally.   

Prior to I Squared Capital, Gautam spent 11 years at Morgan Stanley in New York and Asia, where he was Managing Director and Head of Asia for Morgan Stanley Infrastructure Partners, a $4 billion global infrastructure fund. He was also a voting member of the global Investment Committee and served on several of the fund’s global Review Committees. 

He started his career in finance at Morgan Stanley in New York, where he worked on debt restructurings, debt and equity financings and M&A for some of the firm’s larger and more complex clients such as General Motors, Tyco and Accenture, and other multinational clients. Prior to joining Morgan Stanley, Gautam worked at Advanced Technology Materials Inc., a semiconductor chip technology company.

Gautam holds an MBA in Finance from the Stern School of Business at New York University, where he was an Amerada Hess Merit Scholar, a Ph.D. in Chemistry from the University of Delaware, where he was the University Merit Fellow and recipient of the Joel L. Silver Award for the best doctoral dissertation work, and a B.Sc. (Honors) from St. Stephens College, Delhi University. Gautam also holds 20 patents in the semiconductor industry and is the author of several published academic papers.

Hubert is the Chief Executive Officer and Chairman of Africa investor (Ai) Group. He also serves as the Chairman of the CFA New York Society Global Asset Owners’ Advisory Council, the Chairman of the African Sovereign Wealth & Pension Fund Leaders Forum and is the Chairman of the African Union's Heads of State Continental Business Network (CBN) on Infrastructure Investment.

He is responsible for advising institutional investors, governments and development finance institutions on major infrastructure and private equity investments in Africa. Danso was instrumental in establishing the NEPAD-AU 5% Agenda Initiative, and has engaged with numerous other OECD, NEPAD, and UN task forces and steering committees focused on investment and finance in Africa. Hubert holds an LLB in Business Law and an LLM Masters in International Commercial Law from the University of Sussex in England.

Raffaele Della Croce is a Senior Economist at the OECD, in charge of the G20/OECD Taskforce on Long-Term Financing and responsible for producing statistical research and analysis on sustainable finance, long term investment financing and connectivity infrastructure. He is the Lead Manager for the OECD project “Institutional Investors and Long-term Investment” in the Financial Affairs division of the OECD and also responsible for the LTI Network gathering major pension funds, insurance companies, and sovereign wealth funds across the world www.oecd.org/finance/lti. As part of the OECD Futures Programme, Raffaele has also worked on the project “Transcontinental Infrastructure Needs to 2030/50” in the advisory unit to the Secretary General.

Hans-Peter Egler is economist and has over 25 years of experience in international cooperation in the areas of trade, production, investment and infrastructure including environment and social issues. Thereby he has worked with businesses and financial entities of all kinds, the World Bank, regional development banks, various UN organisations, non-governmental organisations, industries and retailers as well as government agencies in many countries around the globe. He also has 18 years of experience in innovative project management at the interface between the economy, environment and development cooperation. From 1988 till 2014 Hans-Peter worked in different positions at the Swiss State Secretariat for Economic Affairs with an interruption of two years a postage for the Ministry of Foreign Affairs in Bolivia between 1992 and 1994. From 2014 till 2017 he was heading the Global Infrastructure Basel Foundation and since November 2017 he is working with South Pole as Director of Public Affairs.

Kim Fejfer is Managing Partner and CEO of A.P. Moller Capital – a private equity firm established in 2017. The purpose of A.P. The first fund is focused on Africa and closed with a commitment of USD 1.0bn.

Prior to his current role, Kim Fejfer was a member of the Executive Board of the A.P. Moller – Maersk Group and CEO of APM Terminals. Under his leadership, APM Terminals established itself as a leading and independent ports and logistics company with a clear strategy, and significantly improved earnings and returns. APM Terminals is today one of the four largest ports companies globally.

Kim Fejfer comes with a proven track record within global strategy setting and risk evaluation, investments/M&A/IPO, industrial sales and safe labour-intensive operations.

He has significant board room experience from public and non-public companies and has served as chairman and vice-chairman as well as committee member in several companies.

A.P. Moller Capital

A.P. Moller Capital is an affiliate of A.P. Moller Holding and was established in 2017 to manage stand-alone funds to invest in infrastructure in emerging markets. We closed our first fund, The Africa Infrastructure Fund, in 2018 with a commitment of USD 1bn.

The Africa Infrastructure Fund is an investment fund creating and enabling opportunities through investments in Africa infrastructure. Prasad Gadkari heads the Strategic Investments and Policy Advisory Group at National Investment & Infrastructure Fund (NIIF). He has about 21 years’ infrastructure investing experience across private equity, principal investments, joint ventures, project finance, corporate & policy advisory. Earlier, Prasad used to be a Partner with IDFC Private Equity with a focus on core infrastructure (roads, airports, water, power transmission, ports & railways) and social sectors (education & healthcare). At IDFC PE, he handled the entire life cycle of infrastructure private equity business ranging from fund raise to investing, portfolio management, Board directorships and profitable exits. Some of his notable deals were India’s first infrastructure asset hold co, first corporatized student housing business, largest private airport in the country, a water solutions company and South Asia’s largest chain of oncology hospitals.
In a previous role, Prasad was with General Electric (GE), where he handled the company’s infrastructure investing activities in South Asia, Middle East & N. Africa. Key assignments handled by him at GE were creation of joint ventures for metro railway projects, airports and a domestic infrastructure fund. Prior to GE, Prasad was with IDFC Ltd where he led project financing deals such as Hyderabad Airport, Vizag Container Port, Annuity & Toll Roads and handled advisory assignments for Government entities such as NHAI, JNPT and Railways.
Prasad received an MBA from NMIMS, Mumbai and is a CFA Charter holder.

Omri is Meridiam's Director for Turkey and Eurasia and heads its Istanbul office. Since joining Meridiam in 2010, Omri has spearheaded Meridiam’s expansion into emerging countries in Latin America, East Africa, and most recently in the Middle East and CIS regions. Under Omri’s leadership, Meridiam built and now operates 4 hospitals in Turkey that serve 10% of the country’s health sector needs, representing a total investment of more than €1.5 billion.
He has also led new innovations in project financing such as the Elazig City Hospital green bond in Turkey, the first of its kind in the region and the first to feature a pioneering blended finance solution enabling Turkey’s first long-term project bond. In Jordan, Omri led the establishment of Meridiam’s strategic partnership with the country’s public pension fund, which aims to scale up infrastructure investment to meet critical needs such as clean water and sustainable urban development.

Prior to Meridiam, Omri worked for Lazard in New York. Omri holds a B.S. and a B.B.A from the University of Texas at Austin.

Raza Hasnani has over twenty-three years of infrastructure, private equity, impact and climate-change linked investing experience in Africa, Asia and the Americas. He leads the infrastructure investments business at Africa50 (a $850 million investment platform) and is focused on making private equity, growth and mezzanine investments into greenfield and brownfield projects as well as platforms. He has also led project and corporate financings for energy and infrastructure projects around the world while at Exxon Mobil Corporation in Dallas and Houston. He started his career at Deloitte in Philadelphia.
Mr. Hasnani has invested in renewable and conventional power projects, electric and gas utilities, pipelines, ports, terminals, upstream, refineries, transportation, and other energy and infrastructure assets around the world. He holds an MBA from the Wharton School at the University of Pennsylvania and a BA from Franklin and Marshall College.

Barry joined Actis in 2016 as Head of Energy Operations and works across all energy and infrastructure deals. Prior to Actis he spent 8 years with Mainstream Renewable Power as Managing Director of Procurement, Construction and Operations with responsibility for delivering large scale wind and solar projects through the equity structuring, project financing and construction phases into operation in Europe, North America, Latin America and Africa. He was an executive director and board member at Mainstream and sat on the boards of two Actis Energy portfolio companies (Lekela Power and Aela Energia) in which Mainstream is a minority partner.

Barry was also involved in the development Actis Energy investee company Globeleq Africa, within the renewable energy side of the business focused on South Africa.
Prior to joining Mainstream Barry spent 8 years with ESB International and was involved in the construction and operation of large scale thermal power plants. He undertook a number of roles including Group Safety Manager and Operations Manager for Asia with responsibility for 4 power plants in Pakistan and Malaysia.

Barry holds a Degree in Mechanical Engineering from Dublin Institute of Technology.

He is a (short-term) visiting professor at the Department of Social and Political Sciences of Bocconi University and a visiting lecturer at the Department of International Politics and a research fellow of the City Political Economy Research Centre at City, University of London. He is also a research associate at the Systemic Risk Centre of the London School of Economics and Political Science, where he is a practitioner lecturer in finance for MSc students and in macroeconomics for professionals undertaking executive education. Brunello is a member of the Chief Economists Advisory Board of the European Investment Bank and of the Advisory Board of the Ambassador of Italy to the UK. Brunello is an active member of Chatham House (The Royal Institute of International Affairs), the UK’s Institute of Directors, the International Institute of Strategic Studies and the Institute for New Economic Thinking (INET). Before co-founding this new venture, Brunello served as co-Head of Research and Managing Director for Developed Markets, G10 Rates and Currencies at Roubini Global Economics. In 2014, Brunello was awarded a prize by the Italian Chamber of Commerce and Industry in the UK for his "outstanding contributions" to the development of business ties between the UK and Italy. These include his articles and events with Raffaele Cantone, president of Italy's Anti-Corruption Authority. He is now Director of the Association "Talented Italians in the UK," which gathers the winners of the prize "Young Talented Italians." Brunello holds a master’s degree in finance and economics from the London School of Economics and a laurea cum laude in economics from the University of Siena in Italy.

Carlos Sanchez is Climate Resilience Finance Director for the Capital, Science & Policy Practice at Willis Towers Watson. Carlos works with institutional investors, governments and multilateral development banks in developing financial tools and instruments aimed at mobilising the necessary capital for the protection of infrastructure networks from climate risks.

Prior to joining Willis Towers Watson, Carlos managed a climate resilience finance facility at the Multilateral Investment Fund - part of the Inter-American Development Bank Group – also dedicated to identifying specific investment opportunities in connection to physical climate risks.

In the past Carlos worked at the Economic Office of the Spanish Embassy in Angola as Foreign Direct Investment Advisor and later as Business Development Manager for a project finance advisory firm focusing on energy and telecommunications projects.
Carlos holds a Master in Finance from the London Business School -where he contributed to the drafting of the ESG chapter within LBS’ Private Equity textbook - and a Master in International Relations from Georgetown University.

Pierre Sarrat is a qualified Civil Engineer and experienced Project Director in transportation and infrastructure planning, with a proven track record of delivery in emerging market environments. He has more than 10 years of experience, spanning definition of operation and maintenance strategies, economic and financial appraisal of projects, transaction advisory and asset management. Before joining SIF as Chief Operating Officer, Pierre was PPP Specialist at the Asian Development Bank, and supported the development of transport infrastructure in Asia as transaction advisor, as well as the provision of institutional support to PPP Units through ADB’s Asia Pacific Project Preparation Facility (AP3F). He is a graduate of the Imperial College London.

SIF

SIF, a not-for-profit Swiss foundation headquartered in Geneva, coordinates the provision of SOURCE. SIF is led and financed by the MDBs members of SOURCE Council, to:
- Manage the development of SOURCE
- Provide capacity building to SOURCE users
- Conduct the adoption of SOURCE by governments, public agencies and international organisations

SOURCE

SOURCE is the multilateral platform for quality infrastructure led and funded by the Multilateral Development Banks. It brings about systemic change in the way governments prepare, procure and implement their infrastructure projects. SOURCE is implemented by the Sustainable Infrastructure Foundation (SIF).

Fuat Savas is an Executive Director in J.P. Morgan’s Infrastructure Finance and Advisory team, covering emerging markets. As a part of this role, Fuat works on senior and junior debt financings, mergers and acquisitions, equity capital raises and derivatives structuring across a range of infrastructure asset classes including transportation, energy and oil & gas.

Prior to joining the IFA team, Fuat led J.P. Morgan’s Development Finance Initiative, working with multilateral and bilateral development agencies to mobilize institutional investors for developmental projects in low and middle income countries, focusing on raising capital for key infrastructure projects, and on advising borrowers on capital structure and fundraising assignments. Fuat holds a BA in Economics and Literature from Yale University.

Katherine has co-authored a number of flagship reports including “Better Finance, Better World” and “Infra 3.0: re-imagining infrastructure delivery”.
Katherine helped launch the “Tri Hita Karana Forum for Sustainable Development” in Indonesia which has mobilised over $10bn for high impact projects and is an Advisory Board member for Credit Suisse’s “Responsible Consumer Fund”.

Before joining SYSTEMIQ, Katherine was a lawyer in Australia and the UK. She specialised in project finance and M&A, financing renewable energy projects and other major infrastructure. Katherine received First Class Honours in Law / Commerce from the University of Queensland.

Sarvesh Suri is Director for Operations at the Multilateral Investment Guarantee Agency
(MIGA), the political risk insurance and credit enhancement arm of the World Bank
Group. He is responsible for leading MIGA's operations team and growing the
guarantees business and development impact in line with MIGA's strategic
priorities, especially in fragile states and member countries of the International
Development Association.

Prior to his appointment, Mr. Suri was Senior Manager for Indonesia, Malaysia and
Thailand at the International Finance Corporation (IFC), based in Jakarta. In that capacity, he oversaw an investment portfolio of US$ 2.4 billion and managed a team that facilitated investments of almost $US 500 - US$ 1,000 million and provided advisory services of about US$ 6-8 million on an annual basis. His areas of focus were: development of local infrastructure; support for the region’s capital and financial markets; advancement of the climate change agenda; and expansion of domestic manufacturing aimed at local employment generation.

Previously, Mr. Suri had been in various leadership, client facing and operational positions in IFC, across Asia and Washington, D.C. Mr. Suri holds a Post-Graduate Diploma in Business Management from the Indian Institute of Management, Ahmedabad, and a Bachelor's degree in Mechanical
Engineering from Delhi University.

The Multilateral Investment Guarantee Agency (MIGA) is a member of the World Bank Group. Our mandate is to promote cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders.

Our guarantees protect investments against noncommercial risks and can help investors obtain access to funding sources with improved financial terms and conditions. The agency derives its unique strength from the World Bank Group and from its structure as an international organization whose shareholders include most countries of the world. This enables us to provide an umbrella of deterrence against government actions that could disrupt projects, and assist in the resolution of disputes between investors and governments. Mr. Thomassen has 20 years of experience of principal investments and business development from the energy sector in industry and private equity.
At Denham Capital he was the director of the Power Deal Team from 2012-2017, responsible for origination, analysis, structuring, valuation and execution of investments. Jens Thomassen has previously been director at Hg Capital, where he originated, executed and managed investments in the wind, solar, hydro and conventional energy sectors across Europe. Before Hg, he was with GE Energy Financial Services, BHP Billiton, BP and Enron.
He holds a Master of Science in Finance from the Norwegian School of Economics and the University of St. Gallen.

A.P. Moller Capital

A.P. Moller Capital is an affiliate of A.P. Moller Holding and was established in 2017 to manage stand-alone funds to invest in infrastructure in emerging markets. We closed our first fund, The Africa Infrastructure Fund, in 2018 with a commitment of USD 1bn. The Africa Infrastructure Fund is an investment fund creating and enabling opportunities through investments in Africa infrastructure. This ranges from projects in transport and logistics, such as rail, roads, ports, and warehousing, to energy and utilities, including power plants, transmission, pipelines and distribution. The purpose of The Africa Infrastructure Fund is to support sustainable economic growth and prosperity on the continent, and at the same time deliver attractive returns to our investors.

After an apprenticeship in banking Helmut (born 1962) studied business administration in Germany. He gained his first business experience with reuhandanstalt, the former privatisation agency in the eastern part of Germany. 1993 he joined KfW in the Berlin office. From 1997 until 2005 he invested on behalf of KfW in Venture Capital and Private Equity Funds and managed a part of the innovation financing division of KfW Frankfurt. In 2005 he was asked to assist the European Commission as a Seconded National Expert notably to prepare an Equity Promotional Programme for SMEs. In 2007 he continued in Brussels as head of the KfW Liaison Office to the European Union before he was appointed as member of the EU Task Force for Greece of the European Commission until 2015. He joined the Brussels based Secretariat General of the European Long Term Investors Association in 2016 and was elected as ELTI Secretary General in October 2016.

Helmut is married and has 4 children.

Jason Z. Lu joined the GIF as Lead Infrastructure Finance Specialist after ten years of working at the Multilateral Investment Guarantee Agency (MIGA) of The World Bank Group. While at MIGA, Jason worked on a broad range of complex energy and infrastructure projects worldwide. He has built expertise in managing and closing complex projects and advising clients on infrastructure financing, risk mitigation and credit enhancement to support their investment and financing needs in emerging markets and developing economies. Jason started his banking career with Bank of America in its Global Project Finance Group in 1996 where he was responsible for transaction structuring and execution. He also worked at ABB Energy Capital with responsibilities for renewable energy financing in the United States and State Street Bank and Trust Company in credit and portfolio management. Jason holds graduate degrees from Yale University (MBA), Central European University (Prague), and China’s Peking University.

The Global Infrastructure Facility (GIF)

The Global Infrastructure Facility (GIF) supports end-to-end transaction advisory services to governments in developing countries to build pipelines of bankable, sustainable infrastructure programs and projects that are attractive to private capital. As a global collaboration platform, the GIF connects governments, multilateral development banks, private sector investors and financiers, and other infrastructure stakeholders to deliver climate-smart and trade-enabling infrastructure in developing countries.

The comprehensive project support provided by the GIF draws on the combined expertise of its Technical and Advisory Partners. The GIF works with Multilateral Development Banks (MDBs) which serve as Technical Partners and commercial banks and institutional investors which serve as Advisory Partners. Together this group ensures that well-structured and bankable infrastructure projects are brought to market in a way that sustainably meet the needs of governments and service users. The GIF is supported by the contributions of its Funding Partners, which include the Governments of Australia, Canada, People’s Republic of China, Japan, Singapore, as well as the World Bank.

Eugene Zhuchenko has 20 years of infrastructure experience. Prior to founding ETORE Advisory, he was the CEO of Long Term Infrastructure Investors Association, managed an infrastructure portfolio at APG Asset Management, led M&A projects at APM Terminals and provided transport and energy advisory services at PricewaterhouseCoopers. Eugene has been a board member in several private equity infrastructure companies in Europe and North America. He is a Chartered Certified Accountant and holds an MBA from the University of Chicago Booth School of Business.
